Laurel Prussing is an economist with a long history of work in public finance, environmental protection and human rights. Her efforts have been recognized by awards from the Government Finance Officers Association of the United States and Canada, the Sierra Club, the Water Environment Professionals, the ACLU and the American Association of University Women.
Before being elected County Treasurer in 2018, she served in a number of elected offices:
- Mayor of Urbana, Illinois 2005-2017 (first woman)
- State Representative, 103rd District, 1993-1995
- Champaign County Auditor, 1976-1992 (first Democratic woman elected county-wide)
- Champaign County Board, 1972-1976 (one of the first three women elected)
Her education includes:
- Wellesley College, B.A. Economics
- Boston University, M.A. Economics
- University of Illinois, completed all work except the thesis, toward a PH.D. in economics (Public Finance) prior to election as County Auditor
Laurel is married to John E. Prussing, emeritus Professor of Aerospace Engineering, University of Illinois at Urbana-Champaign. They have three daughters and four grandsons.
The County Treasurer serves as both Treasurer and Collector. The Treasurer is responsible for depositing, investing and disbursing all funds for Champaign County. The Collector is responsible for billing, collecting, investing and distributing property taxes for all taxing bodies in Champaign County.
County Treasurers are more cash managers than long-term investors. Our investment objectives are Safety, Liquidity and Yield in that order. These objectives are spelled out in our Investment Policy, required by Illinois law for custodians of public funds.
The Collector sends out approximately 77,000 real estate tax bills annually and collects over $363 million dollars. Those funds are distributed to 125 taxing districts. The bills are usually mailed in early May and are typically due in June and September each year. The annual tax sale occurs in late October for properties with unpaid tax bills.
The Collector also sends out 3,400 Mobile Home tax bills and collects $294,000. The bills are mailed in March and are due sixty days after mailing.
The County Treasurer is by law the Treasurer and Collector for all drainage districts unless they appoint someone else to one or both positions. We are currently Treasurer for 57 drainage districts in Champaign County and we manage roughly $3 million dollars for them.
To serve the taxpayers and taxing districts of Champaign County by managing a professional billing, collecting, short-term investing and disbursing system for tax monies. To ensure the safety, liquidity and yield of County funds in the custody of this office by developing and implementing a sound cash-management investment policy, and to comply with the requirements of Illinois law.
